In Belgium and Luxembourg, SOCOTEC operates through 3 distinct entities:

1.       SOCOTEC Belgium, aka the SRL: based in Kraainem, near Brussels, this subsidiary specializes in quality, safety, health, and environmental services for construction projects and real estate developers.
2.       SOCOTEC Inspection, aka the ASBL: located in Liège, this organization conducts specialized inspections in specific sectors, such as electrical installations, gas, photovoltaic panels, and PEB (Energy Performance of Buildings) installations, catering to both B2B and B2C clients.
3.       SOCOTEC Luxembourg and SOCOTEC ASBL: based in Livange, act on behalf of its clients in the field of Testing, Inspection and Certification in Construction, Infrastructure and Industry.

In total, Socotec employs around 100 people in Belgium and approximately 45 in Luxembourg.

Responsabilities

As HR Manager for Belgium and Luxembourg, you will play a pivotal role in aligning HR strategy with business objectives while ensuring the delivery of exceptional HR services. Reporting directly to the Director BENELUX and DOMTOM and working closely with the HR Director Infrastructure and International, you will act as a trusted advisor to managers and employees across multiple sites.


Responsibilities and Expected Outcomes

The key responsibilities and expected results include:
  • HR Advisory: Serve as the primary point of contact for HR matters, providing comprehensive support to employees and managers. Lead and support the HR team, composed of two HR Assistants, to deliver efficient and effective HR services.
  • Talent Acquisition: Oversee the end-to-end recruitment process, including engaging with hiring managers, drafting job descriptions, managing external agencies or sourcing channels, conducting interviews, and managing contract formalities.
  • Employee Lifecycle Management: Ensure smooth onboarding and offboarding processes, fostering strong relationships with stakeholders and creating a positive employee experience.
  • Talent Development: Collaborate with business leaders to design and implement talent development initiatives focused on engagement, retention, succession planning, and leadership coaching.
  • Employee Relations: Manage conflict resolution, disciplinary procedures, and ensure compliance with company policies and local labor laws.
  • Strategic HR Partnership: Work closely with line managers across various sites to develop and execute an HR agenda that supports the company’s strategic and operational goals. Provide leadership coaching and drive talent management processes.

Experience & qualifications

The ideal candidate will demonstrate the following qualities and skills:
 
  • Minimum of 5 years’ experience as an HR Business Partner, with a proven track record in HR generalist roles.
  • Strong expertise in talent management, employee engagement, and compensation & benefits practices.
  • Sound knowledge of Belgian social legislation; familiarity with Luxembourg labor laws is a plus.
  • Willingness to travel between sites in Brussels, Liège/Luik, and Luxembourg.
  • Exceptional interpersonal, organizational, and stakeholder management skills, combined with a customer-focused approach.

Preferred Qualifications:
 
  • Bachelor’s or Master’s degree in a relevant field or equivalent experience
  • Excellent communication skills in Dutch, French and English, with the ability to present information clearly to stakeholders at all levels, through written documents, presentations and verbal communication

While being highly autonomous, the HR Manager understands when to seek guidance, provide updates, or request support as needed.
With a foundation of transparency and integrity, the candidate engages effectively with all internal and external stakeholders, including customers, colleagues, and partners.
